ARTICLE I

KEY CONCEPTS


 

The concepts used in the regulation conform to the concepts used in the Gambling games law of the Republic of Lithuania.
Below listed concepts are related to the organization of bet and concepts which are not given in the law of gambling games of the Republic of Lithuania.

  1. Winner – a gambler, who has made bets observing the provisions of this regulation and who has guessed the result(s) of the bet events correctly.
  2. Winning – a sum of money paid to the winner, which is calculated according to the procedure provided in this regulation.
  3. Bet organizer – JSC “Orakulas”, with its headquarters in Vilnius, Kaunas str. 3A, (hereinafter referred to as headquarters), which has a license to organize bet, functions under the company’s statute and bet organization regulation approved by the Gaming Control Committee. Bet organization place – bet points, in which the State gaming control committee has issued permissions to organize bet.
  4. Gambler – a natural person, participating in bet.
  5. Bet – mutual bet about the result of an event, based on guessing, when the size of winning depends on the gambler’s paid sum and bet ratio coefficient, set by a bet agent in advance.
  6. Bet event – a situation or any event proposed in bet offer, when bet organizer proposes to guess its result.
  7. Bet coefficient – a figure determined by a bet organizer, which is multiplied by the sum paid by a gambler and the amount of winning is received, which is calculated according to the procedure provided in this regulation. 
  8. Bet offer – a list of bet events and bet coefficients proposed by a bet organizer as well as other important bet information.
  9. Bet event participant – a unit (person, team, party, etc.), that directly participates in a bet event indicated in the bet offer.
  10. Bet event result – final bet event, indicated in the bet offer, or in cases indicated in this regulation – its part result, a fact of bet event occurrence, non-occurrence, cancellation or postponing.
  11. Occurred bet event – bet event which occurred at time, indicated in the bet offer and in which bet event participants, indicated in the bet offer, participated.
  12. Postponed event – bet event, which did not occur at the time, set in the bet offer or was discontinued and before the beginning of the event or having discontinued the bet event, it was announced in official information sources that the bet event would occur within the term of 48 hours from the bet event beginning, earlier announced in the bet offer, and bet organizer announced this information publicly in all bet points and in the internet site of bet organizer www.orakulas.lt (hereinafter referred to as – website), thus confirming it.
  13. Cancelled bet event – event which did not occur at time, provided in the bet offer and which was not postponed, and which did not occur, when one of the indicated bet event participants before the beginning of the bet event notifies about his refusal or inability to participate in the bet event or really did not participate in the bet event (e.g. due to a trauma, did not arrive at the set time of the competition, was disqualified, etc.) and it was announced in official information sources.
  14. Stake sum – a sum of money which a gambler pays, making a bet.
  15. Stake – gambler’s actions, when the Gambler selects bet events, bet event results and stake sum.
  16. Making stake – gambler’s actions when Gambler makes stake under the procedures provided in this regulation.
  17. Accepting stake – bet agent’s actions, when stake is accepted from a gambler under the procedures provided in this regulation.
  18. Ordinary stake – stake for a possible result of one selected bet event.
  19. Combined stake – stake for possible results of 2-20 selected bet events.
  20. Systematic stake – stake for a chosen bet event results from several chosen bet events, indicating the least number of supposed bet events results must be indicated correctly, so that the Gambler won the bet.
  21. Bet fee – a fee, determined by the bet organizer, which may be deducted from the stake sum, multiplying it by a coefficient , determined by the bet organizer or by winning, when the fee amount is calculated multiplying the winning by the coefficient determined by the bet organizer. Fee size (not larger than 10% of the stake sum size), its deduction method, validity term is determined by the bet organizer’s order. The order is kept in bet points publicly, in a place visible to everyone, it is also published on the website. 
  22. Total bet coefficient – in combined stake, product of all bet coefficients indicated in one bet card.
  23. Bet card – a document, where data about bet organizer and bet is indicated.
  24. Official sources of information – public announcements in mass media.
  25. Official bet event result – bet event result, announced in official sources of information.
  26. Bet data transfer contract – written or electronic form agreement of the gambler and the bet organizer, according to which the Gambler may participate in bet transferring data over computer network (internet) under the order of Regulation (hereinafter referred to as – Contract)
  27. Gambler’s certificate – a document of a form determined by bet organizer, which indicates the number of bet data transfer contract, contract making date, gamblers name, surname, and signature and is certified with the bet organizer’s stamp.
  28. Bet account – gambler’s account, registered in the central computer by the bet organizer, under the basis of bet data transfer contract, where gambler’s front sums are accounted under the procedure of this regulation.
  29. Stake “Live” – stake when bet events have already started, but have not finished yet, of bet offer proposes such possibility.

ARTICLE II

GENERAL PROVISIONS

  1. Stakes in cash for bet organizer’s organized bet can only be accepted by bet agents in bet points during their working hours. Winning, by winner’s request, is paid in cash or by bank transfer to his account in a bank. If a contract is signed, stake sum is paid in advance.
  2.  Bet organizer executes centralized stake sums’ acceptance and winnings’ payment accounting. Implementing this provision, data from bet points is transferred to central bet organizer’s computer via direct connection system.
  3. Stake acceptance, when stakes are made by transferring data via computer network, is performed under the procedure of article IV of this regulation.
  4. According to this regulation, bet is considered made, when the Gambler makes a stake, and bet agent accepts stake and bet card is printed on the basis of the gambler’s stake. Bet agent, without indicating any reasons, is entitled to refuse to accept any offered stake. Bet agent is entitled to inform bet organizer about any offered stake and/or stake sum, and regarding the received instructions, either accept the offered sum, or offer the gambler to change the stake or stake sum. In case the Gambler refuses to change the stake or stake sum, the stake is not accepted from him.
  5. Stakes “Live” are applied all the provisions of this regulation, except for the provisions regulating consequences, which are caused by making a stake when the event has started and the provisions, which allow the gambler to cancel his stake within an established period of time.

ARTICLE III

BET RULES


CLAUSE 1

REQUIREMENTS FOR BET PARTICIPANTS

  1. Only gamblers over 18 years old, who have become acquainted with and accepted this regulation, can participate in bet. Bet organizer is entitled to demand a document, certifying a person’s age. In case bet agent has a reasonable suspicion about the gambler’s age, the duty to prove the existence of the relevant age goes to the gambler.
  2. The following people cannot participate in bet (themselves, via another person or by other person’s proxy) – bet organizer’s founders, shareholders, their controlling persons, bet organizer’s observers’ councils, board members and all bet organizer’s employees, as well as immediate participants of bet events, which are bet for.
  3. Regulation ignorance cannot be the basis for bet cancellation.

 

CLAUSE 2

BET COEFFICIENTS AND BET OFFER

  1. Coefficients of separate bet events and other related information is provided by the bet organizer in bet points and additionally in another way, e.g. in publications of JSC “Orakulas”, on website.
  2. Bet event coefficient, established for a certain bet event result, chosen by the gambler (“1”, “0” or “X”, “2”, “10”, “02”, “12”) is a coefficient used to calculate winning.
  3. All bet events, bet events results, bet coefficients, time, which is intended for making bet, are provided in bet offer, according to the following order:

40.1. Bet event number.
40.2. Bet event participants.
40.3  Group of bet events, uniting bet events of a certain type.
40.4. Possible interpretations of bet event results:

40.4.1. Index (“1”), which marks the victory of the first in the list bet event participant.
40.4.2. Index (“0” or “X”), which marks the event result in a draw.
40.4.3. Index (“2”), which marks the victory of the second in the list bet event participant.
40.4.4. Index (“10), which marks bet event when the first in the list bet event participant wins or bet event results in a draw.
40.4.5. Index (“02”) which marks bet event result, when the second in the list bet event participant wins, or bet event results in a draw.
40.4.6. Index (“12”), which marks bet event result, when the first or the second in the list bet event participant wins.

40.5. In case of possible bet event result, described in point 40.1. of the regulation, bet coefficients of each possible bet event result are indicated under a relevant bet event result index.
40.6. Bet organizer, each time before making bet, may enter a different interpretation of arbitrary possible bet event result than described in point 40.1., informing the interested gamblers about that before making a bet.
40.7. Interpretation of bet event results may predict the coefficient which will be applied for calculation of stake sum return with coefficient, under circumstances, indicated in bet event result interpretation.  For example, when betting in a basketball match for total sum of pints of both teams, the following results are possible: 1- less than indicated total sum of points of both teams, 2- more than indicated total sum of points of both teams. If sum of points of both teams coincides with the indicated one, the gambler (irrespective of his chosen bet event result – 1 or 2) will be paid stake sum return with a coefficient, applying a coefficient, indicated in the bet event interpretation.
40.8. Bet event date and time.

  1. Bet offer is announced by the bet organizer in bet points and on the website.
  2. Bet offer in a bet point is kept publicly, so that every person, willing to participate in bet could get acquainted with it.
  3. Names of bet event participants (sportsmen, persons, teams, parties, etc.) are written in the bet offer following the provisions of the State Lithuanian Language committee Decision No.60 of 1997 June 19th. Bet offer is updated when any of the bet offer event data changes. The Gambler can bet on the basis of the latest bet offer option, provided by the bet organizer.
  4. Grammatical error in a bet offer, which does not change the essence of a bet event, cannot be the basis for bet cancellation.
  5. A Gambler is entitled to consult with the bet organizer about another bet event coefficient, than that which is provided in a bet offer, presenting his request via a bet agent or in other ways to the employees of the organizer’s headquarters. Having bet organizer’s consent about the requested bet event coefficient, the bet is made establishing the agreed bet coefficient.

 

CLAUSE 3

TYPES OF STAKES

  1. Stakes are divided into ordinary, combined and systematic ones.
  2. During an ordinary stake, a Gambler places a stake for the result of one chosen bet event, indicating supposed option (“1”, “0” or “X”, “2”, “10”, “02”, “12”). Gambler’s winning depends only in this single bet event result guess correctness.
  3. During a combined stake, a Gambler places a stake for the results of 2-20 bet events, indicating the supposed options of every bet event results (“1”, “0” or “X”, “2”, “10”, “02”, “12”). During one bet, every bet event may be indicated only once. The Gambler wins only if he correctly indicates the results of all events of one bet.
    48.1 Stake “For bet gourmets” – is a type of a combined stake, when a higher bet coefficient is established for a bet event, the result of which is guessed that day, and when this coefficient is applied only in that case, when a Gambler, placing a combined stake, guesses a number of bet events results, which cannot be smaller than established by the Company for that calendar period (a day, week, month, etc.). Stakes “For bet gourmets” and bet events results number for a calendar period are announced in a bet offer in the Company’s bet points or on the website. The number of bets and events results as well as the period is determined by director’s order.
  4. During a systematic stake, a gambler places a stake for chosen bet events results from several chosen bet events group, indicating the least number of correctly guessed bet events results so that the Gambler was the winner of this bet. During a systematic stake a Gambler also indicates one of possible systems, from a list of used system types, approved by bet organizer’s manager. The list of systems types is announced in bet points and on the website.

 

CLAUSE 4

STAKE SUM SIZE

  1. Minimum sum of ordinary and combined stakes – 1 LTL 
  2. Minimum sum of a systematic stake, for one combination of events – 1 Lt. 
  3. Stake sum may have two notional figures after a comma, i.e. Litas and Cents (e.g. 2Lt 50Ct.)
  4. Making systematic stakes, total stake sum is equal to the product of number of stake sum for one bet events combination and combinations, which correspond with the indicated system.
  5. Maximum winning for one bet is 25.000Lt (twenty five thousand Litas). A bet, when an intended winning exceeds 25.000 Litas.

 

CLAUSE 5

PLACING STAKES

  1. Each Gambler, corresponding with the requirements listed in clause 1 of article III, can place stakes in bet points or by transferring data via computer network.
  2. Stake sums are accepted only in bet organizer’s bet points.
  3. It is possible to bet only for bet events which are in the bet offer.
  4. Stake sums are accepted and winnings are paid only in the national currency – Litas.

 

CLAUSE 6

BET CARD

  1. Each bet card is identified with a unique number and barcode. It is printed with a thermal printer on special paper, the other side of which is marked with bet organizer’s logo.
    Bet card provides the following information:

a) Bet card number;
b) Numbers of chosen bet events (the provision is not applied for “Live” stakes)
c) Names of bet events;
d) Chosen result of a bet event;
e) Bet coefficients of the chosen bet events results;
f) Exact date and time of stake acceptance;
g) Stake sum;
h) Total bet coefficient;
i) Possible winning;
j) Data about bet organizer;
k) Date and (or) time of the latest bet event which was included in a bet card;

Other important information may also be included in a bet card.

  1. A Gambler, who wants to retain the right to receive winning, must check whether there are no mistakes on a bet card, i.e.:

60.1. Information, provided on a bet card corresponds with the placed bet;
60.2. A bet card has a barcode; all textual and numeral entries are legible.

  1. Bet organizer is not obliged to check whether the information on a bet card about bet events corresponds with gambler’s wishes. If a Gambler notices mistakes on a printed bet card, bet agent must cancel the stake, sustaining the restrictions for stake cancellation of point 63.
  2. It is forbidden to make any changes on a printed bet card. Punishment under applicable laws is applied for bet card forgery. A Gambler, who was issued a bet card, is responsible for its safety and possession. 
  3. A Gambler may cancel his stake within 15 minutes from stake acceptance time and only in that bet point, were it was made, if bet event, which is bet for, does not begin within that time, or bet point is not closed after its working hours. If a Gambler wishes to cancel his stake, he must give a bet card and cash receipt to a bet agent. A gambler does not have a right to cancel the placed bet, when the stake is made according to the procedure of Clause IV of this regulation and if at least one bet event included in his stake belongs to “Live” stake category.


CLAUSE 7

BET RESTRICTIONS

  1. Bet organizer is entitled:

64.1. To suspend making a bet for any bet events and for any bet event results (“1”. “0” or “X”, “2”, “10”, “02” or “12”);
64.2. In cases, determined in this regulation or applicable standard legal acts, or under other important circumstances, which may influence gambler’s or bet organizer’s legal interests,  to limit the size of stake sum for bet events or bet events combinations;
64.3. To limit the number of bet events in a combined stake;
64.4. To indicate bet events and to define their number, which may be bet object (e.g. minimum 3 bet events);
64.5.To indicate the limits of bet coefficients for bet events, the number of which may be defined in certain bet (e.g. it is forbidden to bet for bet events, the coefficients of which are less than 1.10).

  1. Restrictions, indicated in pint 66, are indicated in bet offer.
  2. During one bet it is impossible to bet for the results of bet events, which contradict each other, e.g. to bet for the winning and loss of the same team. Also, during one bet it is impossible to bet for bet events, the results of which are directly related. For example, in bet events competition Team 1 defeats Team 2 and Team 1 defeats Team 2 with the result 1:0, the results are directly related, so they cannot be bet for during on bet.
  3. During one bet any bet event can be indicated only once.


CLAUSE 8

CALCULATION AND PAYMENT OF WINNINGS

  1. Right to winning emerges in case of correct bet event result guess, sustaining all the requirements of this regulation.
  2. If bet fee is estimated from stake sum, the winning is equal to the product of stake sum and total bet coefficient of bet, i.e. Total bet coefficient x stake sum = Winning.
  3. If bet fee is estimated from winning, winning is determined according to the following procedure:

70.1. Winning in cases of ordinary and combined stakes is calculated by subtracting the bet fee sum, established by bet organizer, from the product of stake sum and total bet coefficient.

70.1.1. Winning determination in case of an ordinary stake:
Total bet coefficient x stake sum – Bet fee = Winning.
    If a Gambler bets by paying 10Lt for the result of a bet event, the bet coefficient of which is 1.50, and bet fee, established by bet organizer, is the product of 10% of stake sum and bet coefficient, then in case of correct bet event result guess, the winning will be calculated as follows: 1.50 x 10Lt – 1.50 x 10% x 10Lt = 13.50Lt.
70.1.2. Winning determination in case of a combined stake:
Total bet coefficient x stake sum – bet fee = Winning.
Total bet coefficient is received by multiplying separate bet coefficients, rounding down intermediate results to 2 figures after a comma; if the third figure after a comma is 5, then the number is rounded down to the bigger one. If in a combined stake a Gambler bet for the results of three bet events, paying 20 Litas fee, where bet coefficients are as follows: 1.50, 2.30 and 1.85, and bet fee, established by bet organizer is 10% of the product of stake sum and total bet coefficient, then in case of correct guess, the winning will be: 1.50 x 2.30 x 1.85 x 20Lt – 1.50 x 2.30 x 1.82 x 10% x 20Lt = 114,80Lt.
In case of a systematic stake, the winning is paid if at least one bet combination was guessed. In case of a systematic stake, the winning is calculated multiplying the sum of stake for one combination by the bet coefficient sum of guessed combinations and subtracting the bet fee, established by bet organizer.
70.1.3. Winning determination in case of a systematic stake:
SK x stake sum – bet fee = winning.
Where SK stands for the size of bet coefficients’ sum of correctly guessed combinations.
Suppose we have chosen 4 bet events results, where bet coefficients are 2.30, 3.19, 1.74 and 1.50 and we make a system “3” of “4”. The system is made of 4 combinations, each of them consist of 3 bet events. When guessing 4 bet events results, the result of one of them was not guessed. In such case only one of 4 possible combinations will be correct. Total bet coefficient of the combination will be calculated multiplying the coefficients of bet events result, e.g.: 2.30 x 3.19 x 1.74 = 12.77
The winning is calculated according to the following formula:
Winning = stake sum of one combination x sum of bet coefficients of guessed combinations – (stake sum of one combination x sum of bet coefficients of guessed combinations x bet fee).
If betting for a combination 2 Litas are paid, and the established bet fee is 5 %, then the winning will be equal: 2 x 12.77 – (2 x 12.77 x 0.05) = 24.26Lt.

  1. Since both bet coefficients and stake sum may have 2 notional figures after a comma, the winning will also be rounded down to 2 figures after a comma, i.e. Litas and Cents;
    If the third figure after a comma is 5, the number is rounded down to a bigger one.
  2. Winnings are paid outright in all bet points during their working hours, when the bet organizer announces bet event result.
  3. The winning are paid upon the submission of a bet card. Damage of a bet card, which does not allow identifying it, determines the loss of a right to the winning. The gambler must check the received winning right at the bet point cash register, when the winning is paid and immediately claim about issues related to the size of the winning. Later claims, related to the size of the paid winning, paid currency (Litas) and the quality of money, are not accepted. When taking the winning in cash, a Gambler must submit his identification document, if a bet agent requires.
  4. The winnings are not paid and stake sums are not returned if a gambler submits bet cards, the identity of which cannot be determined, as well as upon discovery that the Gambler did not follow the provisions of this regulation.
  5. Bet organizer may suspend the payment of winning for a period, not longer than 30 days, if there are any suspicions about the authorization of bet card bearer to dispose of it, as well as about records on the bet card.
  6. By Gambler’s request, bet organizer must make out a certificate about his winning, according to the form approved by the State Tax Inspectorate.
  7. A Gambler may take his winning within 45 (forty five) calendar days from the announcement day of bet event result by bet organizer in bet points or on bet organizer’s website www.orakulas.lt. If the last day of this term is non business or holiday day, this term ends on the last business day after it. If this period terminates and the winning is not taken, a Gambler loses his right to the winning.


CLAUSE 9

DETERMINATION OF RESULTS

  1. Regarding official bet event results, announced by bet organizer, correctly and wrongly guessed bets are determined. Later analyses (protest, doping control, etc.) do not change the first approved official result.
  2. The result which is announced upon termination of the main period of time (without play-off) of competition, defined by sports competition regulation is considered official result of bet events, the duration of which is regulated (e.g. football, basketball). Deviations from this provision are possible, but they must be announced in bet organizer’s bet offer.
        For example, it may be offered to bet for sports competition result including play-offs.
  3. If bet event, the duration of which is regulated, is discontinued, bet event result will be the result, which was at the moment of discontinuation, but only in case if that result will be approved by bet organizer as valid and the competition will not be repeated. This is not applied for bet events, the results of which directly depend on the period of time, e.g. in basketball match, the sum of points of separate teams, players, total sum of points of both teams. (This point is applied as much as it does not include point 94 of this regulation).
  4. If bet event, the duration of which is not regulated (e.g. tennis), does not finish till the end, and its result was announced by competition organizers as valid, the bet organizer will approve of the result as official (on a condition that the bet event had begun).
  5. Cancellation of a bet event (cancelled bet event) is also considered as official bet event result, and stake sums are returned to gamblers in cases of ordinary stakes or bet coefficient is established 1.0 in cases of combined and systematic stakes (see Article III clause 9).
  6. In case when two or more bet event participants take the same place, which was bet for, when determining official result it is considered, that each of bet participants tool that place (e.g. if sportsmen A and B took the same place, it is considered that both sportsman A and sportsman B are winner).
  7. When the rank of bet event changes (e.g. cup tournament is replaced by a friendly one), the result of a new rank competition is considered official result.
  8. If a bet event is postponed, official result is not announced, and the made bet is considered valid with bet coefficients which were valid during the bet event.
  9. Bet event result is not considered official result if bet event started before the date and time indicated in the bet offer, and all bet was made later than it started (see Article III point 9).
  10. Bet organizer must announce the official bet event result, determined under the provisions of points 78-84 of this clause, the following day after the end of a bet event, but no later than within 3 following business days.
  11. If bet event result announced by bet organizer is incorrect – different from official bet event result (except for the cases, listed in point 78, when official result is changed after later analyses) official bet event result will be considered correct from the moment when bet organizer announces official bet event result.


CLAUSE 10

BET CANCELLATION. RETURN OF STAKE SUMS

  1. Bet organizer cancels bet in cases of ordinary stakes and must return the stake sum for a gambler, as well as the paid bet fee, if bet fee is calculated from the stake sum, when:

89.1. Bet was made later that bet event, which is bet for, began.
In case of “Live” stake, the bet is cancelled only if it was made after the end of the bet event or after bet making was terminated when accepting stakes “Live”, and bet organizer has announced about that in bet points or on bet organizer’s website.
89.2. Bet event place was changed by changing guests’ and hosts’ fields (stadiums, courts, etc.), but closing of hosts’ stadium or its change with a neutral one or free opponent’s stadium selection cannot be the cause for bed cancellation and return of stake sums.
89.3. Bet event was cancelled.
89.4. Bet event was incorrectly defined in bet offer by bet organizer (e.g. such bet event could not occur).
89.5. There is no possibility to determine official bet event result according to the provisions of points 78-84 of this regulation or there are circumstances, defined in point 89 of the regulation.
89.6. Events, the bet event results of which are directly related, were bet for.

  1. If in combined and systematic stakes there are bet events, which satisfy the conditions defined in point 89 of this clause, then coefficients of these events are set to 1.00.
  2. If during a competition, organizers or referees change their provisions, the result of a competition is acknowledged as official result (e.g. during jump race the series of jumps is shortened). This is not applied for bet events, the results of which are directly related to the period of time, e.g. in a basketball match, sum of points of separate teams, players or total sum of both teams.
  3. In case of a justified suspicion that bet event result was achieved due to a dishonest agreement of bet event participants (“sold competition’), payment of winning, under a written decision (order) of bet organizer’s manager, is suspended until federation of that sport or another competent institution announces a conclusion, which confirms or denies the suspicions. Bet organizer publicly announces manager’s order to suspend the payment of winnings in his bet points and on the website. If the suspicions are confirmed, all bet events, related to a dishonest competition, are considered cancelled, and their coefficients are equaled to 1.
  4. Bet, which is made for baseball match, is immediately cancelled, if it does not start at the time, indicated in bet offer. In this case, the rule of a postponed event is not applied.
  5. Bet events are considered occurred if they are not completed, but are played not less than:

Football – 60min.
Basketball (NBA) – 40min.
European basketball if played according to FIBA rules, as well as WNBA – 35min.
Ice hockey (NHL) – 54min.
European ice hockey – 50min.
American football – 50min.
Baseball – 5 innings for result.

However, for bet events:

Sum of points Total sum of points of both teams (Team A and Team B)
Advantage Handicap (attribution of better start position for one team, adding an indicated number of points)
Team’s sum of points Sum of points earned by a team during the main time of the competition.


no less than 9 innings must be played.

  1. If bet organizer, when making a bet with a gambler, made an essential error and Bet organizer identified this error after the beginning of a bet event, then Bet organizer, under a written decision of the manager, cancels the bet and suspends the payment of winning. Bet organizer publicly announces about such cancellation of bet and suspension of payment of winnings in bet points and in the website. All disputes between gamblers and bet organizer in such case are solved by mutual agreement of the parties, and if they fail to reach mutual agreement within 30 days – in court according to the procedure established by laws of the Republic of Lithuania.

ARTICLE IV

SEPARTATE TYPES OF BET

  1. In case the provisions of bet organization in this article are against the provisions of the general part, then bet organization provisions of this article are applied.

 

CLAUSE 1

TENNIS

  1. If one of bet event participants did not begin playing the intended tennis match (e.g. disqualification, trauma, etc.) – the bet is cancelled.
  2. If tennis match was discontinued and not finished on the same day and is postponed (Postponed bet event), the bet is not cancelled until the mach in that tournament is played or one of the participants declares about his refusal to participate in the competition.
  3. If tennis mach has started but did not finish till the end (e.g. disqualification, trauma, etc.), loss is scored for the removed player in the remaining games and sets. For example: if Player “A” wins in the competition up to 3 sets against Player “B” with the result 2:0 (6:0, 6:0) and Player “A” refuses to continue the competition, loss is scored for him with the result 2:3 (6:0, 6:0, 0:6, 0:6, 0:6) and all bet events are fixed according to the received result 2:3 (6:0, 6:0, 0:6, 0:6, 0:6).
  4. If in tennis pairing competition one of the participants refuses to participate or in team pairing competition one player is replaced by another one, the bet is cancelled.
  5. If in team tennis competition, the composition of team’s changes, and tennis team’s names were indicated in the bet offer, the bet is not cancelled.
  6. If in team tennis competition, the format of the mach changes (e.g. instead o match up to 3 sets, match up to 2 sets is played) the bet is cancelled.
  7. The covering, on which tennis competition takes place, does not influence bet (even if bet offer indicated another covering).

 

TENNIS (Live)


These provisions are applied only to stakes “Live”.

  1. If tennis mach begins but does not finishes till the end, the bet is cancelled except for the stakes, the result of which is already known.


CLAUSE 2

FOOTBALL

  1. In a bet for a football match in the main time (two halves, forty five minutes each), referee’s added time is included.
  2. If a player is repeatedly shown a yellow card and immediately red one, then the repeatedly shown yellow card and the red one are counted. If a red card is shown outright, then only red card is counted.
  3. Eleven meter penalty kicks, beaten after play-off, with a view to determine the football match winner, in bet are not considered eleven meter penalty kicks and are not counted as a player’s scored goals, and the result, which was before the series of the above mentioned penalty kicks, is considered final match result.
  4. A player, who scores own goal, is not considered to have scored a goal.

 

FOOTBALL (Live)


These provisions are only applied to stakes ‘Live”.

  1. If a match has started, but has not finished to the end, the bet is cancelled, except for the stakes, the result of which is already known.
  2. If bet event location is changed, by changing hosts’ pitch from one to another, the bet is not cancelled. However, the bet is cancelled if changing the bet event location, guests’ and hosts’ pitches are changed.
  3. A match which took place in a neutral pitch (stadium) is not cancelled, independent of the indicated hosts.


CLAUSE 3

BASEBALL, AMERICAN FOOTBALL

  1. Bet, which is made for a baseball match, is immediately cancelled if it does not start at a time scheduled in the bet offer. In this case a rule of a postponed event is not applied.
  2. In bets for baseball and American football, stakes are accepted for all period of the competition (i.e. including play-offs).
  3. Baseball match, which is played twice between the same teams, is called “V1” match (first day match) and “V2” match (second day match) in the bet offer and both matches are scheduled the same match start time (first match – V1).
  4. In bet for baseball, starting pitchers are not indicated in the bet offer and their replacement does not influence the bet.
  5. In bet for baseball (NPB), if the result is equal when the match ends, the bet event:

CLAUSE 4

FORMULA-1, AUTO-MOTO RACE

  1. Bet is cancelled due to two racers’ internecine result in a definite race stage, if both racers have not finished the race, having driven the same number of laps. If both racers have not finished the race, but have driven a different number of laps, a racer who has driven more laps is acknowledged the winner.


CLAUSE 5

DOG (HORSE) RACING

  1. Having installed special equipment in bet organizer’s bet pints, it is possible to bet for dog (horse) racing. Record of real-time race is broadcasted.
  2. Six or eight dogs (horses) participate in each race, which have numbers from 1 to 6 (or from 1 to 8). Only one dog (horse) is at each start position.
  3. Special software randomly selects a video record of dog (horse) racing from the database of dog (horse) racing and broadcasts on a screen in a bet point.
  4. Stakes for dog (horse) races are accepted no later than 5 seconds before the beginning of the race, according to a broadcasted bet offer. Stakes may be placed only for the nearest dog (horse) race.
  5. Bet offer indicates a unique number attributed to the dog (horse) race), dogs’ (horses’) numbers from 1 to 6 (or from 1 to 8) and bet coefficient attributed to each dog (horse).
    a) In a bet for 8 dogs (horses) race, the offer represents the following bet events:
    Winner – the number of the dog (horse) which has finished first.
    Double – two chosen dogs (horses) will finish first in the following order: the first chosen dog (horse) will finish first, and the second chosen dog (horse) will finish second.
    Triple - three chosen dogs (horses) will finish first in the following order: the first chosen dog (horse) will finish first, the second chosen dog (horse) will finish second, and the third chosen dog (horse) will finish third. Bet coefficient is calculated:
    Coefficient of bet “Double” is multiplied by 4, independent of the number of the third chosen dog (horse).
    Prizeman – a dog (horse) with a chosen number will finish first, second or third.
    Special stake “Less” – the number of the first finished dog (horse) will be 1,2,3 or 4.
    Special stake “More” – the number of the first finished dog (horse0 will be 5,6,7 or 8.
    Special stake “Even” - the number of the first finished dog (horse) will be 2,4,6 or 8.
    Special stake “Odd” - the number of the first finished dog (horse) will be 1,3,5, or 7.
    b) In a bet for 6 dogs (horses) race, the offer represents the following bet events:
    Winner – the number of the dog (horse) which has finished first.
    Double – two chosen dogs (horses) will finish first in the following order: the first chosen dog (horse) will finish first, and the second chosen dog (horse) will finish second.
    Prizeman – a dog (horse) with a chosen number will finish first or second.
    Special stake “Less” – the number of the first finished dog (horse) will be 1,2, or 3.
    Special stake “More” – the number of the first finished dog (horse0 will be 4,5, or 6.
    Special stake “Even” - the number of the first finished dog (horse) will be 2,4, or 6.
    Special stake “Odd” - the number of the first finished dog (horse) will be 1,3, or 5.
    Bet card determines:
    a) Bet card number;
    b) Name of bet event;
    c) Bet coefficient;
    d) Exact date and time of stake acceptance;
    e) Stake sum;
    f) Total bet coefficient;
    g) Possible winning;
    h) Data about bet organizer;
    Bet card may also provide other important information.
    Bet event name “Champion” represented in a bet card corresponds with the bet event “Winner”, represented in the bet offer.
  1. Bet “Double” is won only if it is guessed which dog (horse) will finish first and which second.
  2. Bet “Triple” is won only if it is guessed which dog (horse) will finish first, which second and which third.
  3. Stakes “Live” are impossible in dog Horse) racing.
  4. At the end of the race, race results are shown on the screen. Race results (unique race number, race date, and numbers of the dogs (horses) which finished first, second and third, and bet coefficients) are also stored in special software.

ARTICLE V

MAKING OF BETS WHEN STAKES ARE MADE BY TRANSFERRING DATA

VIA A COMPUTER NETWORK


CLAUSE 1

BET DATA TRANSFER CONRACT (Contract)

  1. A gambler may only enter into a contract in person in any bet organizer’s bet point, or via computer network on bet organizer’s website. When making a contract, a Gambler must submit his personal data and other information, as it is provided in the sample Contract, in a bet point or on a special place on the bet organizer’s website (when making a Contract on the bet organizer’s website, a gambler is given a special form (editable fields), where entering letters, numbers and/or other symbols it is possible to submit necessary information). When making a contract, a Gambler must submit a valid personal identification document with a photo (or a copy, confirmed by gambler’s signature) and other documents (or confirmed their copies by gambler’s signature), which bet organizer may demand at his own discretion in a bet point or on a special place on bet organizer’s website (when making a Contract on the bet organizer’s website, a gambler is given a special form, where he may attach electronic documents and/or scanned copies of paper documents). The contract is annex 1 of this regulation.
  2. A contract with a gambler is considered made on the bet organizer’s website from the moment when a Gambler on the bet organizer’s website activates a special link, intended for making a contract, performs actions, indicated in point 127 of this regulation, and upon pressing a special link “Register” confirms that he has become acquainted with the provisions of the Bet regulation and Contract, agrees with them and undertakes to follow them. A contract with a Gambler is considered made in a bet point from the moment, when a Gambler, after implementing the actions of point 127 of this regulation, signing on a paper contract confirms, that he has become acquainted with the provisions of the Bet regulation and Contract, agrees with them and undertakes to follow them.
  3. A gambler, who has entered into contract with the bet organizer in a bet point, together with a gambler’s certificate is given identification code and a password for connection to a computer network, hidden in an envelope, and the second copy of the Contract, signed by both parties. The bet organizer e-mails identification number and a password for connection to a computer network to a gambler’s e-mail address, to a gambler, who has entered into Contract via computer network. A Gambler, who has entered into Contract via computer network, is given a gambler’s certificate in a bet point indicated in the bet Contract.
  4. On the basis of the contract, only one gambler’s bet account is registered in the bet organizer’s central computer, where gambler’s advance payments for betting are accounted. Minimum sum of the front-end fee is 10 (ten). The first front-end fee is paid when a gambler wants to participate in bet, i.e. to make a stake.
    Interest is not calculated for the funds in bet account.
  5. A gambler may top up his bet account at any time. Minimum top-up sum may not be less than 2,00 (two) Litas.
  6. A Contract may be terminated upon the initiative of either party, giving the other party a written notice 7 days before. Unused account balance will be returned to the Gambler within 7 days from receiving a written notice. The funds of bet account balance are paid to a Gambler in a bet point in cash, upon submission of a personal identification document or by bank transfer into gambler’s bank account.
  7. If a Gambler loses or otherwise damages gambler’s certificate, identification code or a password, he may be given a new certificate or data.
        In bet organizer’s central office: issued after receiving a written gambler’s application and upon submission of a personal identification document.

        By e-mail: sent, after receiving electronic gambler’s notice about the loss of the data (in this case only identification code and/or password), before that, a Gambler, having received by e-mail bet organizer’s instruction, must confirm his personal identity by sending a copy of a personal identification document to the bet organizer by e-mail.

CLAUSE 2

PROCEDURE OF PLACING STAKES AND STAKE ACCEPTANCE

  1. Before placing a stake, a Gambler must register on bet organizer’s website, by entering his identification code and password.
  2. If he wants a bet agent to accept a stake, a Gambler, following the website’s instructions, must place a stake – to send data for a bet agent about a stake he wishes to place. A Gambler must confirm his choice by entering a password. If stake is accepted by a bet agent, he transfers data about the accepted stake (bet events, bet event results and stake sum) to the central bet organizer’s computer.
  3. Stake sum, including a bet fee, if bet fee is calculated from the stake sum, cannot be bigger than gambler’s unused sum in bet account.
  4. Gambler’s winning according to a winning bet card is immediately included in gambler’s bet account on central organizer’s computer as gambler’s paid sum of money intended for bets. Winnings are paid in cash from gambler’s account only in bet points. If a gambler indicates that he wishes to receive winning or part of winning by transfer into his bank account, the indicated size winning or part of winning (regarding below mentioned restrictions) is immediately transferred to the gambler’s personal bank account. When paying the winning by bank transfer, into gambler’s indicated personal bank account, a sum of money, not smaller that 35 Litas (10 Euros) is paid during one time. Payments in non-cash money are made exceptionally by gambler’s costs.
  5. Stakes may be accepted only by bet organizers’ bet agents and during bet points’ working hours.  Bet points’ working hours are established by bet organizer’s manager’s order. If a bet point, where contract was signed is not open, gambler’s stake may be accepted by another agent of an open bet point.
  6. A bet card is printed on the basis of made bet. On gambler’s request, a bet card may be printed for him in any bet organizer’s bet point. A bet card is printed for a gambler upon his submission of a personal document with a photo.
  7. Information about accepted stake (including the time of receiving data about a stake and stake acceptance time) is provided for a gambler on Bet organizer’s website. This information is also sent to a gambler by e-mail (if it is indicated).
  8. If within 5 minutes from receiving data about a stake, the stake is not accepted, i.e. record about gambler’s transferred data appearance on the central organizer’s computer, bet agent does not accept the stake, it is considered that bet is not made. Information about the fact that the stake is not accepted is provided for a gambler on the website.
  9. Bet organizer does not take responsibility for failures of electronic communication means, networks or other communication nets and other related troubles, as well as the actions or inaction of operators, providing such services, when it bets are made by transferring data via computer network.

ARTIVLE VI

DISCOUNTS FOR STAKES

  1. Bet organizer may apply discounts for stakes. If bet organizer decides to apply discounts, he must announce this on his website and in bet points, where the discount is applied, that for a certain period of time or periodically, in all or in a definite bet point, for all or definite bet events, one or several discounts, set in this clause, will be applied.
  2. Bet organizer’s managing director adopts a decision to apply a discount by issuing an order, which is an inseparable part of the regulation (hereinafter referred to as the Order). The order indicates types of applied discounts, discount application terms, provided in the regulation, bet points where discount is applied, discount accumulation and application term, specific discount sizes.
  3. Bet organizer may apply stakes discount, a Gambler is entitled to a discount from placed stakes sum within bet organizer’s set period, if within a provided period he makes stakes for an established sum of money (only one discount is applied – the biggest one);
    Discount from 0,01% to 90% (definite and exact discount each time is established in the Order) from performed stakes sum during bet organizer’s set period, if Gambler’s performed stakes sum is not smaller than 1000 Litas.
    Discount from 0,02% to 90% (definite and exact discount each time is established in the Order) from performed stakes sum during bet organizer’s set period, if Gambler’s performed stakes sum is not smaller than 3000 Litas.
    Discount from 0,03% to 90%(definite and exact discount each time is established in the Order) from performed stakes sum during bet organizer’s set period, if Gambler’s performed stakes sum is not smaller than 5000 Litas.
  4. Bet organizer may apply priority discount, a number of Gamblers (Number of gamblers, who are applied the discount, may not be smaller than 10 and bigger than 500), established in the Order, whose performed stakes sum within bet organizer’s set period of time is the largest, are entitled to the discount. Upon termination for the bet organizer’s set period of time, during which gamblers’ performed stakes are counted, Bet organizer determines the number of gamblers, established in the Order, whose performed stakes sum within the bet organizer’s set period of time was the largest, make a list of such gamblers (hereinafter referred to as the List) (A Gambler, whose performed stakes sum within bet organizer’s set period of time was the largest is in the first position of the List).

       The number of gamblers, determined in the Order, on the List (those Gamblers, who are the first on the list, i.e. gamblers, whose turnover within a set period of time was the largest (hereinafter – First Gamblers – 10% of those in the List)) are entitled to a discount from 0,03% to 90% (definite and exact discount is each time established in the Order) from a corresponding sum of Gambler’s performed stakes within a period of time set in bet organizer’s managing director’s Order.
       The number of gamblers, determined in the Order, on the List (those Gamblers, who are after the first on the list– 20% of those in the List)) are entitled to a discount from 0,02 % to 80% (definite and exact discount is each time established in the Order) from a corresponding sum of Gambler’s performed stakes within a period of time set in bet organizer’s managing director’s Order.
        The number of gamblers, determined in the Order, on the List (the remaining Gamblers on the list – 70% of those in the List) are entitled to a discount from 0,01% to 70% (definite and exact discount is each time established in the Order) from a corresponding sum of Gambler’s performed stakes within a period of time set in bet organizer’s managing director’s Order.

      A gambler is applied only one discount from discounts, provided in this point, according to the criteria of his performed stakes sum within a corresponding period of time.
  5. Definite terms of accumulated discount application are each time established in the Order – gambler’s bet account may be topped up with the sum of accumulated discount, or the sum or part of accumulated discount may be used to reduce the sum of new stakes performed by a gambler. If the discount size is used to reduce stake sum, Bet card indicates the size of the discount, and winning is paid by deducting the sum of the applied discount. 
  6. Discounts are registered on the Company’s database. A gambler is entitled to request an extract from the Company’s database about accumulated and used discounts, or he can see such information when connecting to the Company’s computer network.
  7. Higher bet coefficient bet and discounts for stake sums may have names, as for example “Gourmet’s stake”, “Bonus bet”, “Day stake”, “Super stake”, etc.
         Higher bet coefficient bet and discounts for stake sums may be provided by ordinary coefficient (e.g. 1,25; 1,65, etc.), percentage (e.g. +10%, bonus 15%, …), monetary (e.g. 10Lt, 5 Eur.,…), special (e.g. 8 points) or other expression. The size, form and validity term of higher bet coefficient or stake sum are announced in the bet offer.
  8. The Company may provide a special bet offer for a separate group of gamblers (e.g. for gamblers, born on a certain day, for Gamblers, who signed a contract in a definite bet point, or according to other objective criteria).

ARTICLE VII

PROCEDURE OF CLAIMS AND THEIR REVIEW

  1. All gambler’s claims for bet organizer about the bet and/or about issues related to them (when making bets in a bet point as well as according to the procedure, described in article V of the Regulation) must be submitted in a written form to bet organizers in the central office, sustaining applicable legal acts of the Republic of Lithuania.
  2. Bet organizer undertakes to review claim no later than within 10 days from its transfer and pay the winning or inform about the claim rejection reasons. Bet organizer’s decisions about fulfillment of claims are final. In case a gambler does not agree with the bet organizer’s decision, he may appeal against him legally.
  3. All disputes, which arise betting according to the procedure, provided in article V of the regulation, are solved with the reference to a tile on the central computer, provided by bet organizer, as well as printed bet cards.
  4. Complaints about bet points’ activity are accepted in the central organizer’s office.
  5. A gambler must assure the confidentiality of data transfer contract, identification code and password. Bet organizer is not responsible and does not have to compensate Gambler’s damage if the damage emerged using this data not because of the bet organizer’s illegal actions.

ARTICLE VIII

FINAL PROVISIONS

  1. A copy of the regulation, certified with the company’s stamp, is kept publicly in every bet point. In case gamblers, public officials and officers, who carry out maintenance and control of bet organization, require submitting bet organization regulation, the regulation must be submitted by a bet agent.
  2. This regulation may be amended only with State Gaming Control Commission’s consent.
